Reservation in Schools

The reservation (25% seats) for poor students at no fee in the schools which are privately run has been approved by the Supreme Court. This would seem to be a good thing to happen as the universal education is a noble goal and this is one of the steps that may be taken.

 

On deeper analysis however it would not be the right thing to do simply because the fee may be free but other incidental expenses that are almost a must to meet for educating child in school for the children of elite will make it still difficult for the poor to arrange for. Besides the children from very different backgrounds will not be comfortable together themselves at this early stage in life.

 

If the rich have to be burdened for some part of bill for ensuring universal eduction for all , the govt may collect (as tax) 10% or so of the tuition fee charged by the private schools and make this be utilized for running schools meant for public at large as an additional source.

 

Further , it should be the rule that all schools will have to give priority in admission to a child who lives nearer to the school. This will enable the children to cover least distance while going to school and will check the private schools from converting into completely snobbish institutions .  The affordability will be in accordance with the neighborhood and the under the table money power will also be curbed. Traffic on roads will reduce , parents will be more at peace if the child goes to a nearby school. This is in fact more of a requirement to bring order in schooling system.

 

The govt has a duty towards the society to take all possible steps to ensure reasonably good eduction for all and this can only be ensured when the teachers in govt run schools are selected carefully and made to teach in classes with responsibility.  Local parent’s committees should be empowered to oversee the school’s functioning because they have the real stake in it.

 

The problem is that all enactments are aimed at influencing the vote banks in a cheap way.
